I got my degu a three tier rat cage last week which has wire levels so to avoid his feet getting Bumblefoot I've lined the floors with cardboard for now, I've been bought plywood to use for the floors but I'm unsure whether it's okay to use. Some people have said it's fine but others have said the glue may damage his teeth? I don't have a lot of money to spend out on wood so any help would be appreciated as to money saving woods.

The glue isn't so much an issue for his teeth as it is for his whole body. Degus seem to ingest a portion of what they are chewing on, sometimes it seems to be everything that they are chewing on, and the glue can't be a safe thing to eat. Kiln dried soft woods are OK, so if you used ply for your base but lined all the edges where they are most likely to chew with the kiln dried, you will greatly reduce their potential contact with the glues from chewing. Other than by chewing, the glues should not be a threat.

Good advice from Deguconvert...use kiln dried pine to line the outer edge of the Plywood levels and the glue toxicity problem will be solved.

You could also use self adhesive vinyl floor tiles to cover the shelves which helps stop any pee soaking in, which in turn makes cleaning the shelves easier.
