Any news? Does this problem persist? How do the others react? Are they just squeaking or do they fight back?

Unfortunately it has been persisting however I am daily applying Sudocreme to at least help them heal and stop infection.
He does not seem to be doing it as much now (he leaves tails alone after they have been creamed), so I'm hoping it was just a weird settling in habit.
The other degus just squeek a little and try and reverse when being bitten and don't retaliate.

Unfortunately, nobody has come come forward on the German forum with a suggestion, or the observation of something similar. Mild nipping of the tail is often observed but never to the extend that causes wounds. The most plausible explanation seems that he is not aware of the strength with which he nips. If the others' tails are healing, and no further blood is drawn, it will hopefully be only a matter of time till he gets his nipping down to the “normal” level.
