Tomorrow I am getting 2 degus from a friend of a friend. They are a few years old and have been a bit neglected. Is tihs going to make them less likely to become friednly towards their new owner (me) ?

Well I would think they have learned to depend on one another for attention and affection since they were formerly neglected. That might make them a little standoffish at first. They are very gregarious by nature and curious so with time and patience on your part they should come around. Try to sit quietly with them talking and then leave your hand flat in the cage so they can come around and sniff and test you out. They might nip a little, just tasting and feeling they really should not bite nor draw blood. It can be surprising so be aware and don't jump or move suddenly. They are very alert and quick to move about. Wait and let them come to you on their terms. You can offer a few sunflower seeds in the flat of your hand to entice them to approach you. Again just sit quietly and try not to react.
