Please tell me this is normal.... Benny has taken to laying flat on his back....asleep!!!! I'm thinking it is because of the hot weather[he is otherwise as happy as usual, eating, sleeping, eating, drinking, wheel running, eating, beating up Joon] I am trying to keep the cage cool, any suggestions?

My degus have recently taken to all sleeping in the food bowl! So dont worry about his choice of bed, it is likely he is looking for somewhere cool to sleep.
I understand your concern about keeping the cage cool, I have set up a fan to run from 11am to 4pm directed at the cage from about 2m away. Its not on full blast and is just enough to keep the air moving in the room. I didnt have it on today tho!! talk about a drop of rain!!!! They didnt like it at first, didnt associate not being hot with being blown at, but soon came round to the idea of being cool enough to move around and not just lie flat out in the cage. give it a try!

My two always sleep on their backs with their feet in the air wen lying in the hammocks, they wouldn't have it any other way, if i'm lucky they will lie still long enough for me to tickle their little bellies and they start to make sweet clucking noises almost like a degu purr.

When they lay on their back with the piggies in the air, it usually means they are very relaxed which is always a good thing. Just make sure in hot weather like this that they have lots of fresh water. I refill mine with cold water twice a day in the summer.

Also, always make sure to keep them out of direct sunlight or if they so have sun in their cage, make sure there are areas they can go to to get out of the sun because being over exposed to heat or direct sunlight can cause a heat stroke very quickly.

I don't know about the mat, but my older one has always loved to sleep on her side or back. Funny thing is, the little ones have taken to it, too!! I think they learned it!!
Also, although I'm not sure, I read that they don't sweat, which means that fans don't work, like it does on humans. Therefore you actually have to cool their body temperature down (well in different ways, I mean). If I could find the site again where I read that, I'll try to re-post...we had really hot weather here a few weeks ago, and I was concerned, too.
