I've just bought a bag of this as it was alot cheaper than Carefresh and the petshop owner said it was the same thing, i opened the bag and discovered its paper pellets NOT like Carefresh at all, is this safe for degus? its very soft and breaks apart so im kinda worried it might be dangerous

paper pellets are dangerous to degus, not sure if these you have are any different etc. But I would not use. Paper pellets can expand when eaten (and degus WILL eat them, this causes blockages which may end in a journey to rainbow bridge

you can test it by wetting some of it to see how much it expands. If you like carefresh but want something that is better value you might like to try megazorb, you can get it from farm/horse supply places. I like it better than carefresh because the pieces are smaller so it's better for small feet to run on.
