when am i able to completely clean the cage out etc (babies born on 29Feb (leap year ) ;D at what age are they allowed to have a run around outside of the cage?

i did mine after 2 days. mainly because the babies would have got through the wire. i took out some of their original bedding and put it in the clean home up a corner kind of nest fashion. it didn't seem to bother them. just be careful with wood shavings.

You would definitely be safe at six weeks once the babies are weaned. In the meanwhile you can spot clean scooping out the worst areas.
I know I picked up the nesting box with the babies inside and put them in a large cardboard box with Mocha shortly after they were born. I thought I'd bought a male; was not prepared and knew absolutely nothing about dealing with baby Degus. I did a lot of things "wrong" but it all turned out well in the end.
If you have a nesting box where you could gather all the babies at once and then catch the parents to put in a large box or a smaller temporary cage just while you clean the big cage, it should be ok. The pups seem to be rather resilient.
