If its any help, they are quite tidy about it and do tend to put it away when they've finished, but it is something you need to be aware of. Its not something you'd notice unless you were looking at them while they were 'in the act' so to speak.
I think it would depend on how prudish your parents are or if you have young siblings. If necessary, we can answer any questions they have.
Don't answer him just yet, have a think about it and do some more research.

no younger siblings, no. they're not particularly prudish, which makes it odd that i am. (these things can skip a generation or two, can't they? and i doubt it's environmental, born as i was into the most openly sex-mad society in history...)
would they recognise the act as... well? is there any reasonable doubt that it could be, say, a cleaning ritual?

Lol! We do tend to refer to it as 'self cleaning' so you could say it was part of their grooming.
Its something you get used to with male degus.

Its a colour that's been bred into them, but they may not necessarily be inbred if that makes sense.
The cage looks great, it has potential to be modified if necessary or wanted. It could do with extra levels but there may be room for them. See if you can get the cage dimensions.

cage dimensions are usefully in metric units: 1.5M tall x 1M wide & .5M deep
he's selling because his daughter is bored with the degus now

It looks like it only has one level, but the dimensions are good, extra levels can be made quite easily. It could be a really good degu home with some modifications.

How they interact both with people and within their group?
Are they lively or just sitting there looking sorry for themselves?
Are they fluffed up or is their fur smooth and shiny?
What have they been fed on? If possible see if you can observe them eating a treat so you can see if they are having problems feeding.
What's their body condition like? Do they look underweight or skeletal? Are there any obvious signs or injury or illness?
How clean is their cage?
Are their eyes nice and bright?

They do look like sweeties! You can easily put in three additional levels, and watch them zoom all over the place!
I would also look at replacing the wheel with a larger, metal one.

LOL! Well . . . while the male degu act of masturbation is . . . lets say blatant, because they don't try to hide it . . . it is a part of their nature. Just as coprophagy is part of their nature. (As in they eat select bits of poop to help keep their gut healthy.) I would simply suggest that you not have the cage placed in the dining room, or in an area where you may entertain company. You don't want that anyway, because you will find that degus are champions at re-positioning their substrate to areas outside the cage, and are Olympic leaders in the art of flinging poo. It is not smelly poo, usually firm and without odor, but you may find it in your shoes, purse, pockets, bed, or even in different rooms. It is possible degus are able to teleport their poo to unexpected and unexplained locations just to keep you guessing. We actually do consider it part of their charm. Yes . . . we love our goos! They are not the easiest rodents to care for, so I am going to recommend that you read through the stickies in each of our different boards so that you know what you are getting into a little bit more. We consider the challenges well worth it. EDIT: AND . . . you can ignore the comments on male degu cleaning. I got interrupted, and then forgot that there was a whole other page to read, so wrote the above without the new information on the new page! I ditto Bouncy! You can get extra complete levels in there, which the three girls will thoroughly enjoy and approve! A new wheel (Tic Tac wheels are AMAZING) would be a really good thing.
