My chinchilla has had babies, they will have to leave her in three weeks and along with the separation from her old family a few months ago, I am worried about her health. I would like to introduce her to another female of a similar age but don't know how long after the kits have left to introduce her as I don't know it it could affect an introduction with the kits leaving and all... Leah is quite tolerant of other animals (sadly not humans) but I think that it could just stress her out to put her cage near the degus'

There is no reason to rush things, the new chinchilla should be in quarantine for 6 to 8 weeks anyway, so no illnesses get spread to your current chinchilla. Why not keep one of her female kits? It would save you from going through the whole introduction process.
And yes, it probably would stress her out moving her near the degu cage, if they do not already know and like each other.

Unfortunately, all four kits are male so I can't keep any with her, I have found a chinchilla online whom I am planning on adopting, would it be OK to keep the new chinchilla in the same room as Leah whilst she is in quarantine (other side of room) as I have no more room in my house for animals.

It is risky if you are going to have a female chinchilla in the same room as the males, because when she comes into "heat" (I don't know if that's the correct term) the males may fight.
And yes, the other chinchilla should be in a separate room for quarentine as I believe some diseases are airborn.
