Unfortunately I'm going to have to say it isn't, it's not even big enough for one. If you could turn it on its side and use it lengthways it would be better, but it would still need extra full levels put in to allow enough floor space for them to run. Degus are not climbers, despite what they may say, and need a minimum of 1m floor length to get up to speed. Please take a look at our cage size recommendations so you will be able to work out what cage would be best. deguworld.proboards.com/thread/9396/forums-cage-size-recommendations

You should be able you buy most things at your local DIY store, shop around for the best prices. Self adhesive vinyl floor tiles are pretty cheap as you only need a couple of packs to cover the new floors. You can always reduce the costs by fitting triangular pieces to the half levels (there are holes that can be used to attach them.)
As a very rough guide, I've just costed replacing all of the shelves in two aventura cages; replacing the two whole levels, removing the half levels and putting in two additional three quarter levels. This takes the cages from two full and two half levels, to two full levels and 4 three quarter levels and the cost of materials has come in at just under £120 for both cages. So approx £60 per cage.
If you are only adding additional sections to the half levels you could get away with less than £30 for the modifications you need to make.
We did have a couple of people on here who would make the extra parts for you, but I'm not sure if they are still doing it.
If your degus are still quite young, you won't need to do the modifications straight away, but you will need to either cover the ladders to block the gaps, or replace them completely as legs can so easily become trapped.

I see...thank you. One last question if I found a 115,5 x 67,5 x 155 cm cage will it be big enough (Sorry to ask you all those question but I had a pretty rought beginning with degus)

As long as there are enough levels, not ledges, in there it should be fine. You'll need at least two full and two half levels for them, more would be good, but just as a basic.
Please don't worry about asking questions, degus are a very steep learning curve and we were all new to them at the beginning.
Feel free to ask any questions you need to, there are really no silly ones when it comes to these guys.

I think it's debatable whether that cage meets our minimum size requirement for 3 degus. You are looking for at least 1.5 square metres of running area for 3 and I don't think the two main shelves will provide that, and we only tend to count larger shelves. The other big factor for that cage would be to check whether the shelves are metal or plastic - plastic would need replacing.
DIY cages can be great, definitely worth looking into if you have access to tools.
I think a particular consideration for you might be being able to house degus side by side while you do introductions. This can be built into the design of a DIY cage. A bought cage would need modification to allow a shared shelf with a mesh divider, this would not be as necessary if your were still using the original cage as well that could be positioned next to/ alongside the new cage.

I had a similar cage for a while, but I changed the platforms into full levels AND turned the stand into a basement level (this is optional). That should make it big enough for three. Adding extra levels is very easy.
The diy cage is good because it can be designed to fit your home and, with careful planning, make cage cleaning and interaction easier. I've made one build using metal shelving units, which I cladded and built doors for, and a build totally from scratch using aluminium profile (see the Degu Palace thread). There's plenty of ideas on here, so the only thing restricting you is your imagination! Many here have converted furniture, such as wardrobes.
Whichever approach you decide on, take your time to ensure it will meet yours and the goos needs. We're happy to advise!
