I am just wondering if you can pick them up when they are newborn and when and when not to pick them up

I would wait a couple of days before picking them up for the first time. There is little risk regarding smell and not accepting them anymore but it also means stress for the whole family. Very, very soon they will start running around the cage, exploring everything. Then you can try to catch them. But under normal circumstances I would not take babies out of the nest. There is simply no reason for it.

I would wait until they are up and about and then follow the same handling training as the adults, rather than forcing them to be held.
