Citrus plants produce a toxic that is deadly to degus, and it can be found in the wood of the plant as well as it's leaves and fruit.

I think it might make a difference whether its real lemon or a synthetic lemon smell. If it's synthetic it could well be harmless to degus, but it would still be unpleasant for them as they wouldn't like the smell and it would mask other smells - and smell is important to degus.

So is anything from a real lemon bad including from the skin? id like to know if possible since he could sell them to more people. How long would it take to affect a degu? to see if others have gotten it and it is harmful?

I would avoid scented shavings, myself. I think it is just to hard to know if it is chemical or natural, or a combination of the two, but apart from that . . . I don't think it is very healthy for the degus to exposed to the scents anyway. The scented shavings/substrate is aimed at the human with the animals, and it designed for those humans, NOT for the animals that will have to live it. I can't see it being a healthy thing at all.
