I would be concerned with the bar spacing, it may be too wide and allow escape. I notice that on another cage in the series, same bar spacing but just overall smaller version, they have added the note that the cage is not suitable for mice and rats because of the bar spacing.
The dimensions are a little small vs recommended size, at 32" wide that comes in at 81cm, and recommended is 100cm. the multiple levels are good, although full shelves instead of the narrow ones would give much more running space, those could be added.
Just because your degu has not yet chewed on the plastic base does not mean he won't someday. And he could be through it and loose in just a couple hours, you might not have much warning. Just be aware of that.
So, unless someone who has experience with this cage can speak up, I would say it's probably not going to be okay, the bar spacing is probably too wide, and it's a little bit short on size, plus the plastic base is a risk. Right idea, though, just not quite right overall.
A good example is the Critter Nation by Midwest Pets (not the Ferret Nation, again, bigger bar spacing), which does cost a bit more. European versions are the X-trail and Liberta, I believe.

As Winic also said, I really wouldn't recommend you getting a plastic-based cage. Put it this way, my degus often have no interest in chewing a toy/wooden wheel but inevitably their interest will be piqued and as soon as they do start chewing then it's demolished within a day.
Wood is a bit harder to get through than the plastic bases you get on trays, and I can say with confidence that mine would be out within 30 minutes of chewing, plus there's the danger of impaction of the bowels if they ingest the plastic.
If you are looking to introduce friends to your little one (something we actively encourage and will help you with as much as we can), you will need a bigger cage than this. With a few mods, the Double Critter Nation Winic suggested can be suited for 3 degus, and is one of the few suitable small animal cages on the market. Another option would be looking at aviaries or parrot cages and modding them with levels.

Thanks both of you! Seeing as it's such a big cage I thought I should ask about it. Although if the critter nation is better/safer I'll look into it. Do you know any websites that sell them and would ship to canada? I live in a small city and I bet we don't have them here .

You can get the critter nation off of amazon.ca . And it's the cheapest there I've seen - about $275 and you can get free shipping sometimes
